About NIRPA
NIRPA is the Dutch Institute of Register Payroll Accounting. We are an independent non-profit organisation, that was founded in 2004. NIRPA monitors the quality of payroll professionals in the Netherlands. Payroll professionals can be registered with the NIRPA Salary Administrator Register (RSa) or the Payroll Professional Register (RPP). Registration is based on PDL certificates or VPS certificates received, while annual permanent education (PE) is required for the preservation of registration and title.
NIRPA certificates warrant that payroll professionals possess up-to-date knowledge, skills, and competences for practicing their profession. Furthermore, NIRPA is striving for greater recognition of the highly qualified payroll professionals.
All NIRPA-registered professionals endorse the Code of Conduct and Profession, that was introduced in 2014. This code is regarded as the industry standard.
Registering with NIRPA
NIRPA stands for monitoring the quality of payroll professionals, such as administrators and advisors in the payroll environment. Registration is based on PDL certificates or VPS certificates received, while annual permanent education (PE) is required for the preservation of registration and title.
NIRPA certificates warrant that all registered professionals are fully updated on and aware of all the knowledge and competences needed for the performance of their jobs. Furthermore, all NIRPA-registered professionals endorse the Code of Conduct and Profession, that was introduced in 2014.
The added values of registration:
- You can use the acknowledged RSa or RPP title;
- You can prove that your skills and competences are up to date;
- NIRPA certification is increasingly recognised as the industry standard;
- Clients of payroll services are taking the NIRPA certification into account when selecting their payroll processor;
- You will stay up to date via our Permanent Education (PE);
- Affiliation with NIRPA-registered payroll professionals and payroll organisations;
- You have access to the exclusive LinkedIn group for payroll professionals, ‘Payroll Praat’ (Payroll Talks) network meeting, and the NIRPA Congress.
PE courses & PE requirements
PE Courses
NIRPA accredits the training courses that are relevant for payroll professionals. These courses are not offered by NIRPA, but by various accredited trainers and/or organisations. There are many different payroll and administration courses that you can follow. The main goal of these courses is to guarantee a high level of knowledge, skills and competences of all NIRPA-certified payroll professionals.

PE requirements
The number of PE-points needed for the Salary Administrator Register has been set at 180 per year, equal to 18 effective hours of study. It is up to the professional to decide each year whether only K (knowledge) points will be obtained or V (skills) points as well. For the Payroll Professional Register (RPP), the PE requirement has been set at 220 PE points per year, equal to 22 effective hours of study. It is up to the professional to decide each year whether only K (knowledge) points will be obtained or V (skills) points as well.
Each year, 20 PE points can be accredited – for one or both registers – for reading professional literature (if applicable).
The 5th annual Trend Survey for payroll professionals
For the fifth year in a row, NIRPA is organising its trend survey for payroll professionals. This independent and large-scale survey on the role of payroll professionals correlates with NIRPA’s objective: ‘Striving for greater recognition of the payroll professional’. The survey focuses on the following subjects:
Trends and developments within the field of activity;
Developments in the role of the payroll professionals;
The knowledge and skills of the payroll professional;
This survey is not limited to registered professionals, but open to all payroll professionals.
